Area 51 doesn't have such an option - you'll have to settle on a category that the least inappropriate for your proposal (usually Life).

On a side note, I don't think the The Bone Yard described in the post you linked to is a viable proposal. We've had several similar ideas over the past years, and they were all closed.

    @Jen, unfortunately, I cannot find any. I think that proposals that are closed by the moderation team as not fitting the SE model no longer appear in searches (as opposed to proposals that failed due to inactivity). My apologies for the lack of evidence.

    In addition to @Mureinik comment. All the discussions related to proposal are deleted when the proposal is closed.
