What is the new formula for fulfilling a commitment?
The old "rule" of 10+ answers appears to have changed, or is broken. My SharePoint profile appeared to be stuck in "unfulfilled" until my rep went over 200.

The 200 rep barrier was just coincidental. You fulfilled your commitment when you posted your tenth answer; it's just that it can take up to 24 hours for it to get recorded.
