I was just looking at The Workplace definition phase and it doesn't have nearly as many example questions as Economics for example, yet The Workplace has launched successfully.
Have the rules been tightened up about progressing proposals?

Yes, the requirements were increased a few years ago when too many proposals were nearing creation far before they seemed ready and "finished", and sites were being launched without nearly enough support to be successful.
