Do we need some more high-rep committers or something like that?

As the banner notice says, "We are preparing for its launch and expect to create it soon." Barring any technical difficulties, sites are generally launched the week following their completion (typically on a Tuesday or Wednesday).

It takes a day or two for the set up to occur. As I write this answer it is Tuesday morning, it has only been a single Business day since hitting the target.
