Proposal: Internet of Things

I'm a little unclear on the proposal process. By committing, I'm agreeing to ask or answer 10 questions, but I don't see any way to do this, since the example questions are closed and there doesn't seem to be a way to ask new ones, just questions like this one about the proposal process itself. Am I missing something here?

This is a proposal (a petition) to create a new site, so there is no site (yet) to ask and answer questions. You are committing to use the site if we create it. That is how we assure there will be enough people around to actively use the site once it reaches 100% Commitment.

    Thanks for the clarification that the commitment only applies if the site is created. That was the part I wasn't understanding.
