To revive a close proposal are there any ways to vote to reopen it or should a new proposal be made? If a new proposal should be made, should the original website be closed?

The standard method;
If a proposal does not move to the next phase in 12 months (excepting those that are fully committed and pending Beta Launch) it will be closed. Once closed if anyone feels they can make a better presentation of the site proposal, they will make a new proposal, often announcing it in the discussion forum for both sites.
Alternate method;
If you have a really great idea to revitalize a subject proposal that is currently open, make a new proposal of your own. Announce it in the discussion forum for both sites.
