How will we handle the cross-cutting nature of questions on Windows Phone site?

Proposal: Windows Phone

I suspect there will be quite a few questions which will border on silverlight and XNA ,so how will the migration policy of the Site work ? Will the site be as strict as SO in migrating questions considering that a lot of the questions could be easily asked on overflow as well ?

If this proposal becomes a site, it would work the same way as apple.se and android.se—all code questions would go to Stack Overflow.
