What is a good way to get new users to read and understand the SE new proposal voting protocol?

  • This is not a question. It is a suggestion. If you have a suggestion, ask an appropriate question and self answer. Commented Nov 22, 2017 at 14:53
  • Derek Stucki - as an experienced SE person your comments are useful. In the proposal stage it is not possible to ask a question and then self answer. I also noticed you have made some useful comments on some questions. Thats great, but some comments may be more useful once we have the ability to answer. During proposal definition stage it is not possible to answer anything I believe - just write questions!

  • Discussion questions (like this one) can have answers, including self answers. Actual proposal questions are as you say. Commented Nov 22, 2017 at 16:08

We see this a lot. Voting to "get the best coverage" is becoming the classic example of how such activities cause a proposal to fail. See How will Research Computing differ from other sites on SE?

Consider this — When folks pile into the first questions asked (and everyone is directed to use their votes to race through as quickly as possible), folks are largely dismissing the better questions asked later that could actually get this site launched. To date, this proposal looks more like a general computing site that something that is specific to the domain of research computing.

I'm not ceding that point yet, but this is a classic example of how gaming the system simply to pile up the votes (rather than voting on the best questions asked) will leave the proposal worse off… and in this case, possibly closed.

The SE tour is available at https://stackoverflow.com/tour/. Understanding what SE is all about will help produce quality proposal questions and vote on existing proposal questions.
