How exactly does a proposal go from definition to commitment? Is there an automated process that goes through each proposal in definition and says "Oh you've got all your criteria, looks like you can go to commitment phase now!" or is it something that has to be done manually by a CM?

Edit: The reason I ask is because Sports has met its criteria for a while (24 hours or so) now, but it doesn't seem to be moving forward to commitment stage, and I was just curious how it actually moved from one stage to the next.

Any time a proposal is followed, or one of its questions is voted as a good on-/off-topic example, the commitment criteria are checked, and the proposal is moved to commitment if necessary.

I'm not quite why the Sports proposals hadn't moved to commitment. My first theory was that a deleted not-a-good-example vote put it over the threshold but didn't trigger a check, but the data doesn't seem to support that. We'll keep our eye out for similar glitches.

In any case, I just followed (then un-followed) the Sports proposal, so it's in commitment now.
