Proposal: English Language Learners

Perhaps this is a dumb question, but if folks are interested in answering this sort of question, why not just allow them on EL&U rather than making a separate site? It seems like there's a very fuzzy line between them. Do folks really want to visit two sites, manage two sets of duplicate questions, migrate things back and forth, etc? I don't see Stack Overflow, for instance, trying to push all coding questions that are 'too basic' to a separate SE site. Is it necessary/valuable to do so?
