That said, talking about this specific question, is still considered spam leaving a comment with a link to a proposal in a question that is specifically tagged as off-topic in that Stack Exchange site? If comments are to help improve the post and that post is tagged as off topic in that site, i find logical and an improvement to the post to find a link to a proposal where that question wouldn't be off topic. My opinion.

Even if we're not talking about blatant spammers/spamming, everyone who wants to tout something starts with the premise "but the users are interested in my <thing>." So we can't allow that that type of solicitation in posts. It's tricky business to start saying this is good spamming verses, no, that's bad spamming. The whole thing is unsolicited and outside the purpose of comments. We should not be advertising proposals (or anything else) using that channel.

I have been leaving comments to tell people about Area 51 proposals when they ask questions that would best fit on that proposal. I don't think I've been spamming. It's even encouraged by Area 51 which is all about publicity. How have I been behaving inappropriately?
Jan 11, 2014 at 12:19 | comment | added | SaintJob 2.0 | I meant if copying the link to the proposal on the stack overflows comments will be considered spam.
