Shaving, Hair and Facial Hair are all about personal grooming, and IMO fit very well in the Personal Hyginene proposal.

Looking at the sample questions in Beauty, there are currently 4. Three of them fit in body care ("What are the differences between BB cream and CC cream", "What are the tips to prevent dry skin in winter", and "s the strong scent in Victoria Secret's lotion/body spray harmful?").
The fourth question is about what eye-shadow to wear for a romantic date, which is subjective. It has been voted down and I expect it to be closed as off-topic.

Questions in the Personal Hygiene proposal already cover shampoo and mascara. So questions on both hair care and on make-up are on-topic there.
