Maybe it doesn't fit into stackexchange's policy, so maybe someone could just make their own website to support this instead? Where we have normal people saying 'make me a program!' and beginner/amateur programmers who want to improve their coding skills make programs. All programs on those site should be open source, free, and maybe GNU/creative commons license?

Also, there should be security measures like peer-review, voting, comments and automated macros/scanners to make sure no malicious programs enter the site.

  • Thanks for the link! I meant a website for beginners who just want to practice coding and aren't actually looking for a serious projects (e.g. getting hired to write software), so the website would just be filled with very basic programs.
