I would like to have some sort of graph or query result for the number of questions with score ten or more for a particular proposal in definition. Is there any way to extract that data from the data explorer?

While nothing in Area 51 is especially private, we don't currently have plans to expose the data in the Data Explorer (which is currently Q&A sites only) or release public data dumps. Sorry about that.
