Are (framework, library, ...) questions part of the proposal?

Proposal: Robotics

I've added a question that is specific to my framework of choice (Rock), with the intent to know whether questions that are specific to a specific framework (Rock, ROS, ...) or to a specific library (OpenCV, ...) should be part of the site or not

I believe they should be, as (among other things) it would improve cross-pollination between frameworks / libraries.

I agree that library and framework questions should be part of the proposal. Using these libraries and frameworks is a fundamental part of modern robotics, especially for higher level research type robotics.
