On this site there is a tag for which its purpose is not clear to me: proposal. Isn't this site about proposals? If the question doesn't use area51-meta, the question is about a proposal.
Is there the need of using proposal?

Agree that questions tagged as proposal that don't use area51-meta should not exist, since not including the area51-meta tag means the question should be about a current, future, or past proposal regardless of its status within the parent topic tag used.
