In the proposal stages it says that I have to have 59 followers and 40 questions with at least 10 up-votes, can you please explain to me the second one?

When people look at a proposal they can create example questions they believe would be a good fit for that particular site. Others then upvote / downvote these questions accordingly.
In order for your site to progress to the commitment stage, you need at least 40 such questions with a score of 10 or more.
