On almost every site, the home page has an "active" tab to display questions that are currently active. Area-51 has one on their discussion page, however they don't have one on their main page.

I thought it might be nice to have an active tab, as new proposals are less looked at in the "new" tab, however, if there was an "active" tab, users would be able to see new active sites, along with sites in the commitment phase, and beta, that were active, all in one list.

Is this by-design, or should it be changed?

It already exists, but it's called the hot tab.

Area 51 has different naming conventions, just like this site is "discussion" not "meta".
