Can I ask about the clarification of a verse in the holy Book or the background of a verse or that is off topic?

Well I think you should go ahead ..... it will help two purposes, first clarifying your doubts, secondly keeping the forum active. Because very less people do participate even-though committed.

Your question is somewhat ambiguous. Rather than just assuming that one interpretation is more likely than the other, I will answer both:

  1. You can ask such a question on the proposed Islam site if and when it's actually created; Quranic exegesis is well within the scope of a site dedicated to Islamic questions and answers.
  2. You cannot ask such a question on the Area51 discussion site you're currently using, as it would be very much off-topic. Scholarly interpretation of religious texts, although valuable, has little if anything to do with Area51 or the Q&A proposal process.
