If you come across a proposal that seems good, but has some minor grammar error or awkward syntax in the description that you think is making people less interested in it, what is the appropriate way to try and edit that/get it corrected? Usually se is pretty clear about how to contribute minor edits, but I didn't see an obvious answer this time.

Area 51 hasn't integrated some of those deeper features of Stack Exchange.

If it's only a bit of copy editing you're looking for, you can flag it for moderator's attention. That will go directly to me and I can apply the fixes, no problem.

But if the changes are a bit more extensive, the best way to improve the proposal is to start a discussion. It may seem a bit heavy-handed, but it is the best way we have right now.
