If I have an idea for a site, but want feedback from other SE users before building the community and officially submitting a proposal on Area 51, is it okay to ask here?

I think those sorts of questions are what the community-planning tag is for. (That said, you should be as clear as you can with the question; a question of "Should I propose a site for [X]?" with no real details probably wouldn't be a very useful question, and probably wouldn't get many good answers.)

This is a VERY good question. Given the large amount of proposals that have to be automatically filtered, I think it is a good attitude if the authors do a bit of research before buidling a new proposal. Furthermore, you can get an insight of failed proposal related to your topic. Oct 19, 2022 at 22:56

Yes, you can. You can use the tag to indicate that you're asking for help in crafting the proposal before you make it.
