Proposal: Substrate

We have been waiting patiently for weeks for the Substrate StackExchange site to go live, and it seems now some automatic bot has closed the proposal.

What happened?

Is it our responsibility to somehow keep the proposal active while we are waiting for it to open?

Can we re-open this proposal if such requirements are needed?

    I'd chalk it up to a bug that the script still looks at proposals that have reached 100% commitment.
