How would you create a stack exchange for something that doesn't fall under an existing category?

I want to create stack exchange related to military topics. But this doesn't fall under any existing topic. So how would you go about creating a stack exchange that doesn't fall under an existing category?

Pick one. The category doesn't really matter -- the only place it will be used is here on Area 51. For "military", I'd put it under either "Life" or "Culture", as those are the two vaguest categories.
