I'm thinking of proposing a new topic, but am unsure if I can build a community around it yet. If it doesn't succeed and get's removed, can we try again in the future? With the same topic name? By the same users?

    If you don't have a community before you start your proposal, it will fail. Don't try to seed something from Area 51, "build and they will come" has demonstrably failed as a strategy.

Then don't propose it. You must already have a community, see the FAQ

All we ask is that you have an enthusiastic, committed group of expert users who check in regularly, asking and answering questions.

Yes, that's possible. An example is Literature which is actually the second site with that name; the first proposal failed even though it made it to beta.
