How is ProgramErrors different from Stack Overflow?

Proposal: ProgramErrors

The description of this proposal is:

Proposed Q&A site for who doesn't like StackOverflow spamming, Copied questions, etc.

What exactly does that mean in terms of scope? Is ProgramErrors meant to be a version of Stack Overflow with less spam, fewer copied questions, etc., or is there a particular niche it is meant to fill that Stack Overflow does not? If it is just a "better" Stack Overflow, how will this be accomplished?

ProgramErrors ask a question for an error in any programming language. but the plan is more different. As StackOverflow is only for "coding", I've planed to make it for any error like programs, coding, etc.

It is StackOverflow but different.
