The proposal page says :

Please link to the organization or website organizing this effort: If you do not yet have a community organized, ready and eager to build your site, please do not submit this proposal.

What does this mean? Like do I have to have a team to dev the site? What would that entail?

You need to find a community of people ready to show up and start asking and answering questions on the site. For example, the recently-launched "Drones and Model Aircraft" site recruited people from a number of UAV forums.
