I don't know why I can't create a proposal

A specific website is necessary for the SE; since identification questions aren't on-topic on Movies & TV StackExchange. Also, you can't ask movie identification questions for non-sci-fi movies in Science Fiction StackExchange.

The only good identification platform I have seen was a Reddit subreddit called Tip Of My Tongue (TOMT).

We require a similar website here.

Even with the new website, we can identify plants, animals, pieces of music, etc.

  • Identification sites have been proposed on Area51 many times. None have ever got close to being opened.

Several Stack Exchange websites already allow identification questions:

The main problem with identification questions is that they are seldom useful for other users than the asker. This interferes with Stack Exchange's aim to be a high-quality library of questions and answers useful for everybody interested in topic X. As you see, they can exist as part of a Stack Exchange site, as long as the average quality isn't too low (this is what happened on e.g. Movies & TV, but also on Sports with autograph identification questions). But (IMHO) a site solely focusing on identification questions will have a very hard time to attract the experts necessary to answer those questions.
