I'm very confused on how proposals get closed. All closed proposals I've seen were closed by a moderator. However, when I tried to delete my past proposal, it said something like "Wait for 2 days to delete to allow for editing and possible reopening". That makes it sound like non-moderators can close/reopen proposals. I have the privilege to close/reopen example questions, but there are no close/reopen buttons on proposals.

Who can vote to close/reopen proposals?

Before in the past anyone with 2,000+ reputations could of close or reopen a proposal, but now as of a change in 2014 only administrators can close or reopen proposal. (There are really no moderators for Area 51 Stack Exchange.)
