Why do we have so strange design?

I can't understand why we don't have simple design like on discussion zone. It is really uncomfortable to work with. Can we change it?

If this is about Area 51, then Area 51 is a special case and will not be updated in this process. Not quite sure why this is so downvoted... The padding is lost from the dropdown, which is a problem... looking into fixing it. — Catija, Dec 11, 2018 at 20:39
