Area 51 behaves a lot differently from all the other Stack Exchange sites.

For one - it seems like I have a different account on Area 51 (see this question).

Also - there is no meta discussion - (Where this question would be more appropriate.)

Area51 has to behave differently, as it does a very different thing to all other Stack Exchange sites. They all allow well scoped questions to attract answers.

Area51 is for defining ideas for sites, gaining support and growing to the point that a new site can begin.

The two purposes are different, the requirements are different, and underlying that, the basic technology platform is different.
