A user by the username 25887 committed to my proposal and added a link in the text field. After inspecting the link I found out that it takes me to some online store or something selling an insect repellent and has nothing to do with the scope of the proposals at all. Should/Will commitments like these with links or content to promote a product or service be removed?

PS: Can we have an option to flag a commitment?

The user had no other useful content so was removed. There's little chance we would add another spam flag where the likelihood is so low (one instance I can recall in 7+ years). There are many more ways to bring attention to unusual activity including meta posts like this, or the 'contact us' link at the bottom of the page.
