Is there a Stack Exchange site for the clueless like myself?

It happened to me several times, where subtle differences between sites causes my questions to be downvoted and rejected.

I was wondering if there is a site to ask questions and someone would point out, and maybe transfer my question to the right place

More like a dispatcher site, a single queue

Questions scope (on/off topic) can be discussed on the main meta, but you should not rely on it. Try to find the correct place from the existing sites.
