It does look odd. You should perhaps encourage people to vote normally and naturally. This will fix both actual and perceived issues.
I will explain further.
Quantum Computing has 98 followers and only around 250 upvotes on its questions. That is half of the overall allowance, 98 users × 5 votes each = 490 total. Eyeballing a couple of other proposals at random, they have far fewer questions than expected and also far fewer votes than allowed. In that respect you are doing well.
"Natural" voting has a(n approximately) Pareto distribution. When everything is at 10 or 0, it seems a lot like fraud to get a beta started, which would be very bad.
There is an obvious plateau of questions with score of +10. This makes me think that a number of followers are being tactical with votes. However there is some tail below and head above this plateau, so I do not think a risk of being refused beta for this reason exists at this point.
I would expect that once beta started, votes will move much more naturally, and some of these +10 questions will end up above or (more likely) below that mark, to better resemble the expected distribution.
