Our goal to make the Stack Exchange Network a great place to produce high-quality Q&A sites, no matter what language they speak. But we are still predominantly an English-speaking organization and we need to understand the underlying premise of these sites.

We allow the creation of non-English sites, but we have a few requirements.

Non-English Proposal Requirements

• The proposal title and description must be in English. It is okay to include a translation into the native language.
• The sample questions and comments can be in your own language.
• Any related Area 51 discussions have to be conducted in English (or translated before posted).
• If the site is created, any posts on the meta site must be in English (or translated before posted).

It seems like, for now, we need type Chinese for the direct answers. And also, we need translate the answers into English for the admin. It just like what Albert have done.

Some benefits here if using two languages,

1. better served the people who asked questions

2. easier for admin to review

3. improve writers' (whoever asked or answered questions) ability in English and Chinese, especially in translation.

The question says: if we are gonna restrict the language in this project to Chinese only, we might unnecessarily prevent people from answering questions. Many Chinese students may want to know about what's living overseas like. If they ask their questions in Chinese, people who can't read it will not be able to answer their questions.

This really does not concern me. Whoever wish to post their questions in both English and Chinese should be free to do so. But still, it is quite likely that Chinese will become the primary language used here, and I don't think anything can be done about it.
