In this proposal, all off-topic questions have at least 21 votes, so I wonder how many more votes it would take to get this proposal into the next phase.

From the FAQ:

A question is marked as "on-topic" or "off-topic" once it has 20 votes, and at least four times as many votes for as against it.

(emphasis added)

So, for this question, you'd need another 11 off-topic votes to meet that criteria. You might help it by leaving a comment detailing why you consider it a good example of an off-topic question...

Note that "votes against it" means you need 4x as many "off-topic" as "on-topic" or "not a good example" votes for the purpose of establishing an off-topic question.
