I arrived here because I would like an Accounting Stack Exchange (and am little surprised it doesn't already exist). I see references to this stack exchange proposal from earlier this year on various other stack questions which were voted as off-topic:

http://area51.stackexchange.com/proposals/82671/accounting

It seems there is a need for an accounting proposal and I'm not certain/cannot see why this proposal no longer exists. What do I do when a proposal has seemingly already existed and was closed? Is it appropriate to just start over and maybe even update all of the StackExchange and Meta links I find? Could the old proposal be re-opened? Or, is nothing appropriate and I should just forget the idea altogether?
