The message when starting a proposal says

After you've submitted your proposal below, here is what you'll need to get started:

  • 5 example questions you would like to ask on this site
  • 5 users who are willing to 'follow' this proposal

Proposals that do not meet these requirements within three days after submission are subject to removal.

Note that abandoned proposals which receive no activity for a period of 30 days may also be removed.

Does "removed" mean deleted, closed, or either one of the two?

If an author submits a proposal without any intent in getting it started, it is deleted.

There were too many proposal with little more than a title and a vague description, so we originally considered making these requirements (five questions plus five co-sponsors/users) a prerequisite to submitting a proposal. But that was going to get too complicated in our current interface, so we went with a trial period to see if the author had any intent/resources to help define the proposal at all.

As a rule proposals are closed, then 30 days later they are deleted. There is a message by Robert that says that, but I did not find it.
