While looking around for a closed proposal I noticed a few questions in the form of What happened to the * proposal?

I think it'd be a good idea to have an ideas graveyard so that we know why each proposal expired. This would be good for historical reference, as well as helping future proposal creators avoid the mistakes of old ones.
