Yes similar has been proposed and closed http://area51.stackexchange.com/proposals/38817/marijuana had you searched for Marijuana you would have found So why are we REALLY downvoting or VTC? that has an answer on why it won't work here.

@feetwet I don't recall exactly, but at this point it it would probably be because everything legal is in scope at health.se and everything not legal is problematic as the SE servers are in the US, and subject to US law.
