I tried to create an English and Chinese Cross Learning site. It is closed already due to duplication, which is fair as I did not make a distinction. I hope to target beginners with less academia questions. But why is the site still on the list? Is it really closed or is there a grace period? A little confused.

Closed proposals are not immediately deleted, although they are typically on their way to deletion. This is to provide transparancy about what has happened, and allows for the possibility that the proposal can be fixed and reopened.

This is consistent with how Stack Exchange Q&A sites work — e.g. Closed questions on Stack Overflow
