These looks definitely like art to me:

Obviously we wouldn't discuss backing techniques or sugar paste, but modelling and painting techniques should still apply

  • The question isn't whether it's an art or not, it's about whether it should be on topic for this site. There are a lot of things I consider art that would definitely be off-topic.

Anything in particular to designing things like cakes and stuff should be accepted here: It is after all an art. Anything about modelling, painting, drawing, and applying should be fine. Look at Cake Boss, his cakes are mostly on colours, design and functionality. Discussing the characteristics of various ingredients in artistic and crafty situations should also be considered off-topic. Anything else concerning preparation, ingredient choice or anything else should probably go on the food & culinary site that SE has.

I think this covers all kinds of art and crafts (feel free to correct me if I'm wrong!). It's pretty broad, so might also cover some other things, but perhaps that's not something to worry about prematurely, and is better than leaving anyone out. (N.B. I put the word traditional in to mean paintings and drawings, not photography or music or theatre. If you just say "art" there's a lot of room for interpretation. But like anything else this can be discussed.)

"Traditional arts" phrase was added to refer to "drawing and painting".

I would say that food decoration can be covered under "crafts".
