I see other people's proposals and their titles are less than 15 characters. But when I create a proposal, the title of it must be at least 15 characters long before submitting. Does the error go away if you earn enough reputation? Or do they use the Unicode Invisible Space Character?

If I click on create new proposal it says the minumum for the title is 4 characters but the description needs to be 15, are you sure you're not confusing the two?– PeterJJul 4, 2015 at 13:37

They don't. The minimum length for the title is 3 characters. (The character counter says 4, but that's a bug. I'm pushing a fix for that right now.)
The description of the site's audience needs to be at least 15 characters, and that seems reasonable enough.
Probably some bug or restriction. My cancelled proposal had only 7 characters, it didn't ask it had to have in minimum 15 characters.
