After guessing for a while, I came upon http://area51.stackexchange.com/privileges which shows the ugly, jQuery-lacking list of privileges on Area 51.

Apparently, one only needs 150 rep to use close/reopen votes on Area 51. This is completely different than the standard 3000 rep.

Why is is different here?

    I can only speculate, but consider that this only applies to proposal questions and not discussion questions and that it's not very easy to obtain 3,000 reputation on Area 51.

  • @JohnB Agreed that it's difficult to achieve 3k rep. But your rep for the proposal and discussions are the same, just like a meta (they're synced hourly).
