Proposal: Open Source

Although I welcome and share enthusiasm for free and open source software, is a separate site needed or helpful? Is there any aspect of this proposal that wouldn't be on topic on programmers.SE?

"Open Source" isn't just a licensing ideology; it's also a movement with organizations like the Open Source Initiative (OSI) whose members tackle issues like how to promote and encourage the use of open source software. There's also issues like licensing, enforcement and interpreting proper use, distribution, organizational challenges, etc. Bits and pieces of this may fit in Programmers SE, but as a comprehensive field of interest, I can envision this working nicely as a dedicated Q&A. Let's see how the proposal goes.
