All SE sites are Q&A sites at the moment. That's fine.
Perhaps there could be other sites, similar to the SE sites, which are not Q&A but would greatly benefit from the same concepts, e.g. community moderation, solely CC-BY-SA content etc.
However, maybe Jeff Atwood and Joel Spolsky could afford (because they are rich, I guess) implementing a new kind of site, perhaps not part of the SE network.
Ok, an example:
A reason why I don't like flickr is the license mixture of the pictures. A site that has CC-BY-SA pictures only would be great. Wikimedia Commons is also nice, but is too complex to use and does not have a good tagging and rating system.
Imagine a flickr with CC-BY-SA images only, other images linked as similar by users (not that automatic detection), retagging and rephrasing by users as well. Basically, a StackExchange site, just without the possibility to answer.
