The description for the Arabic Language proposal review has been edited to match the text on all other language learning sites that have been created through Area 51. Spanish, French, Chinese, Italian, Russian, and Japanese are some examples.
While the topic of the Q&A site being the Arabic language means that much of the site's content (questions, answers, comments) will be in Arabic, the state of our localization project requires that the site's chrome (menus, help center, tour page) will be in English. Our policy about language sites dictates that meta must be totally bilingual or have English summaries, too.
Which stinks. I understand that. You want to talk about Arabic in Arabic. Unfortunately, our infrastructure just doesn't support that right now. The Community Team can't support every language, and neither can the core Q&A engine--not at any scale beyond a handful of sites.
The proposal definition will become part of the 'chrome' of the site. Check out the tour page on Japanese as an example. It gets more text in English added on at the end. Additionally, look at the Japanese homepage in a logged-out or incognito window. The blurb goes right in that hero graphic at the top, and if the text is too long, the box breaks.
So we've got some standardized text that works for all of the language sites we've created so far. If there's a reason that text doesn't suit your site, let me know and we can come up with the necessary tweaks. But the text must be relatively short, and unfortunately, it must be in English.
I apologize for not making this clear when I made the edit!
