Suppose a proposal has 5 really awesome questions and 1000 really great questions but not quite as great as the top 5 awesome questions.

Now many admins and users say that just because a question already has lots of votes, this doesn't mean you should not continue to vote for that question.

So therefore each new user will see the 5 awesome questions and up-vote them, and the proposal will never succeed because there will be 100 votes on each of the top 5 questions and no votes on the other really great questions.

How can this flaw in area51 be fixed?

  • I don't agree this is a problem. You can browse through the recently launched beta sites and find that proposals with a handful of "awesome" questions are not doomed at all. What you propose would just lower the standards to let more proposals through to the private beta stage earlier. I do not see that as a benefit, the definition/commitment stage is the prime time to gain momentum to incubate a successful site

  • @JohnB, it is only not a problem because people are gaming the system which moderators frown upon. The evidence for this is if you look at many beta proposals, the upvote frequency on questions with 10 upvotes or more is much lower than on other questions.

One idea I have is that once a question reaches a certain number of up-votes, say 10, then the question is "locked-in" and now the site only needs to obtain 39 more questions.

Even if people later want to down-vote the locked in question, I think that if 10 people have up-voted the question, the question must have at least some merit, enough merit to be locked in for the sake of developing an area51 proposal.

This is of course just one idea of many possible solutions and I welcome lots of brainstorming and an eventual resolution to this problem.

  • To further elaborate, a question with 12 upvotes and 3 downvotes is still not good enough for area51 progress. But I ask, why should 3 rougue voters be enough to thwart clearly a great question that has 12 upvotes. I feel that many people dislike the ideas of proposals and thus downvote all the questions in it.

  • Following from the previous comment, perhaps only those who have joined a proposal should be able to vote on the questions, so as to stop such trolls.
