Presently it appears that any Area51 Discussion Zone question that links to an Area51 Proposal is included in that Proposal's discussion pane.
We need special markup (e.g., perhaps something along the lines of tag markup) for questions pertaining to a proposal, as opposed to questions that merely reference a proposal as an example, which one would not want to appear as part of the discussion of the example proposal itself.
