I think this is true for all proposals. Lots of people just stop by and dowvote as many questions as they can, in an attempt to kill the proposal. This does not help the process of flushing out the best questions.

In fact, frequently some of the best questions (for the interested community) get downvoted the most by people who hate the proposal.

There should be a requirement that every downvote needs a comment.
