Proposal: Data Science

When should we start asking real questions (in the field of data science not about foundation of this site and it's progress for example) on this site?

Is this just limited to sample questions and shall we wait until beta release ... ?

Typically, sample questions are "asked" during the definition phase. These questions aren't actually meant to be answered yet, they are just to define what the site is supposed to be about. The only time that you should actually ask questions with the intent of getting an answer is when the site reaches the beta phase.

Currently, we're in the commitment phase. This phase is meant to get enough people to commit to the site to ensure there will be active participants during the beta. You can't make any more sample questions at all, and can only make new discussions (such as this). You'll have to wait until the beta phase if you have a question to ask.
